Aunt Arctic, Rockhopper are people played by the CPE Staff. This is a wildcard but, I think it's because they don't want to let you know that the account is avaible because hacking.

Aunt Artic is really a penguin but it is never used, they registered Aunt Artic so that no one could steal the name, and banned it so people wouldn't try and hack it.

No, those people lied to you on youtube. In the CP help section of their website it talks about the characters. G, Rockhopper, and Aunt Arctic.
One of the Q and A's was Can I meet Aunt Arctic. It said that she is too busy working on the penguin times or something. So you can't meet her.

its not even a penguin! just shows up in the newspaper theres not a real user with that name. i searched the penguins database and didnt find any penguin named that.
