Like what Dirk said, try to find another program, such as Paint.NET, GIMP2, or Photoshop. ;)
Also, as Big Dlb said, saving the picture in the file format .PNG instead of .JPG makes the image quality higher.

I often use Photoshop, but my laptop was charging at the time so I couldn't use it. ;)
