I think that the admins would prefer someone older because usually their grammer is much better than the younger users. However, I think that if there is not a problem with a younger user, and the current staff likes them, they may still be picked. I am not sure though.

EDIT: A bad example of grammer would be writing yau instead of you and certian instead of certain. XD
