Yes it is a comment. He was referring to you probably didn't try to add a bunch of random effects to make it look terrible.

And i was asking what were you working with because if you really work with CS4 [ffs!] and you have no improvement yet, you can just throw it away. BTW, are you really 29? :o

No, I'm 10.
I am improving, but I didn't want to put a bunch effects in it. (I wanted to do something that I haven't done yet)

I am improving, but I didn't want to put a bunch effects in it. (I wanted to do something that I haven't done yet)

You should probably use some tutorials and develop your own style so you don't have your own style with no knowledge of photoshop.

people give me cruel criticism and I don't mind, it actually improves me. (not by alot though.)

You need to lose the very thick borders. Other than the borders, you are always consistent with making your tags appealing to the eye. However, they could be made even more appealing. Start to work on your smudging, flow, depth, lighting, etc. It is time for you to try some tutorials so you learn how be more creative with your signatures.
