What I mean is this kind of art isn't where you add all those flashy effects and stuff.

It's still graphic design. GRAPHIC DESIGN. You design things, and in order to design things you need to use your hands. In the real world, you either use a tablet or a mouse, but either way it's still Graphic Design.
