For paint, that's very good.

I'd recommend cutting off the chatbar, though, as it just gets in the way.

Overall: 8/10

Paint.NET for a simple, free, starter solution, GIMP for a more advanced, but still free, solution, or Photoshop, which is intermediate, has more support, but is very expensive.
