Here's how you do it with PS:

1- Make a new layer
2- Fill it with pitch black
3- Set the layer mode to color
4- Erase the black color around his belly, the stars in his hat, his beak, the globe and his feet

There 'ya go, now you got an evil voodoo penguin :P.
