Yup, I'm pretty terrible with GFX and the special GFX language.

I've decided, and I thought it was time.I've been a noob in GFX long enough. Now I want to learn everything.Since I'm a begginer, I would like to know how I should start off and how I should go from there.I don't really know any tutorials.

I've been using Paint and Paint.NET for years now.I think I got the hang of the simple stuff for it.

Paint.net won't get you far, you should either download Gimp or buy Photoshop.

I'd be glad to help you with either one, just pm me. ;)

Also, search some tutorials on Google.

Try GIMP before Photoshop, GIMP gives you a beggining feeling and you'll be able to understand it easier. But i use Photoshop 'cause in this GFX forum, I'm an intermediate. :D I recommend GIMP first before PS.

For GIMP/PS tuts, Renders, Brushes and C4DS/Fractals, These are the common sources. :

www.planetrenders.net
www.forbiddengfx.co.cc/forum/ for some examples of GFX, You can ask questions there too!

PDN Sucks. Look at this tut's result: http://paintdotnet.forumer.com/viewtopic.php?f=15&t=5548&hilit=kiosk+orbs and compare it to this tut's result: http://www.photoshopcafe.com/tutorials/orbs/orbs.htm

You have to be a serious pro to make good GFX with PDN.
