Those who want a chance to be a mod (or admin) and is mature enough can be one. Those who like designing have a BIG chance to design (needs a lot of work on, like I said).

How many of them have gotten in trouble for this? None, Clubpenguin allows fan games because it created more publicity for their game.

Using the name "Club Penguin" is illegal, seeing as it's copyrighted. You could very much get sued for using the name for profit/ your own game.

You need to think of a new name. ;)
