I just learned how to use paint, so could somebody tell me how to cut a picture out?

Cut it out. You know, so only that shows in the picture.

If Paint, you can use the lasso tool ?

And Paint.net has the magic pen.

Just use the eraser to get rid of stuff. Paint isn't that good.

Just tried and the free form is working for me. It's the one in the toolbar on the top left.

You just select the part you want to delete. You can undo if you press Ctrl Z.
