I Just clicked refresh server and i found him though t took an hour to find him because teh servers he was in were crowded.

Trackers are always unreliable, the best ratio of you using the tracker to find him would be 5:1,000,000 as best as I could put it, if you did have such a tracker, are person would have to have hacked in to Club Penguin to find his binary code that makes hime function in the cyber network.
