Basically, iCP was the work of CPHaxer/Alexander Roth. iCP was a private Club Penguin server that allowed for free membership, server sided cheats, etc. Since iCP is now gone (it was always down due to DDoS attacks) Charles, or Charles_iCP, has started working on iCP v3, which is a "better" version of CPHaxer's iCP (v3 makes use of PHP's XML socket server functions, like SmartFoxServer). Honestly I don't know much else about iCP v3 other than that.
