Credit Donation and Loans Office

Well, on my old forum (The Cove) we had a Forum Credit Donations and Loans Office. Basically people can loan credits, where people have to pay it back in a certain ammount of time (Over a week) and get an infrac for everyweek they don't pay it off. Donating is the same thing but the people don't have to pay it back. Just a little geft.
