Can you move text in GIMP?

Well can you, because it's really confusing and frustrating. :)

take the tool that has four arrows pointing North, South, East, and West...
Click on the CHARACTERS and drag them!
voila...
text moved!

Make sure your on the Text layer though and the move tool preferences are set to "move the active layer"

Yea you can, and kd pointed the good option out ;)
But for some reason if you cant still move it, that means its under too many layers to be picked up upon. So youll have to rise it to the upper layers of the sig.
