Well something like that happened to me i was walking around in the dojo training to become a ninja then boom everyone stopped moving but i could walk i didnt see any new penguins coming in when i used the map and went somewhere else it was an infinite loading screen.

On Topic: I was just on and I wanted to play some Card-Jitsu with my bud in Brazil on the Brazil server thingy. So we went to the Dojo and everything. I walk around, I am the only thing moving. Sensei didn't even appear

This has happened, but it's slightly different. I go to rooms when the server is closest to full. Then if I go to a place, I freeze and I'm completely disappeared and then I appear again.
