It's usually as simple as punching him in the gut...
As suggested before, I would discuss this with your teachers and parents. If he doesn't respect them, have your parents talk to his. Maybe you can work something out there.

Have you ever tried being his friend? I know, crazy idea, but it works sometimes. Try talking about something he likes...
...but only if you get him off your neck. Try to stand up to him with words. (I would yell you what to say, but I don't know much about words that intimidate bullies.)

The next time he grabs you by the neck (assuming that's how he almost broke it), if it's from the side (like a strangle hold), take one hand and grasp his arm, then take the other and grab his chin or nose and thrust it backwards. If it's from the front, take both his hand by the thumbs, twist them sideways, and knee him either in the gut... or where it hurts.
If he grabs you from the side with his hands, grasp the thumb closest your front side, thrust it forward, and push his face up with your palm.
If need be, you can also tighten your arm, ball your hand in a fist, and whack him hard as you can on the side of the next, where that little tendon usually pops out a little.

Just remember that those ^ are actual self-defense moves, but don't use them unless absolutely necessary.
There's a lot of others I could teach you if you need them.

If he's that serious, self-defense moves are a pretty good option.

But talk to your parents and teachers first. Don't just go up to him and knock him out unless he threatens you physically.
