Here's the official guide for club penguin:

Movements:

W-Wave

Arrow Keys-Sit in that direction

Left Click on the mouse-Move the penguin
Left Click a club penguin door-Go inside that room

Map:
Click the map in the bottom left corner-shows you club penguin
Click any room that you want to go to
Ice Berg is the hidden room-Located in the upper right corner of the map.
Click the plaza on the map to find the mine-The mine is located at the man hole.
Click the igloo to view members igloos (Only one's that are open)

Getting Jobs:
Become an agent-Must be at least 30 days old and click the "M" button in the upper right corner.

Become a tour person-You must be at least 45 days old, and you go to the ski village and click on the bench thing that says "Tour" above it.

Answeres on getting a Job:
Secret Agent answers:
1. Honest
2. Being Rude or Mean
3. Report them
4. Saying their address
5. I want to keep club penguin safe
6. I want to help other penguins.

Tour Answers:
1. Boiler Room
2. The Viking Helmet
3. The Migrator

ChatBar:

The thing that looks like a bubble message is messages that you can say without typing. Just friendly things, like "Good Game" after playing a game.

The emoticon winking shows all the smileys, and emotes.

The penguin sitting if you click that it goes to your actions, there you can click Dance, you can sit in directions, and you can wave.

Click the snowball to have a circular target that's you mouse to where you shoot the snowball.

Dark blue area, you hit enter and you can talk there, the chat bubble on the other side makes it so you send the thing you're saying, or you can just hit enter.

Click the happy face to see all of your buddies.

The star is editing your profile, you click that to edit your profile, and put on
different items, and switch your clothes.

Click the house to go to your igloo.

Click the question mark and you can view, what server you're in, how many days you've been on club penguin, mute your music, and how man buddies you have!

Games:
Sled racing 2-4 players-Mountain. Controls: Use the arrow keys to move your penguins, make sure to only go on snow and not to hit rocks or wood, hit the ice to go faster!

Find Four 2 Player-Ski Lodge (Go to the ski village then click the log building) Controls: Click the spot you want your piece to go, try and get four of your pieces in a row, and don't let others get 4 in a row.
Hydro Hopper 1 player-Dock. Controls: Jump over frogs and other things in the water by left clicking the mouse and don't get hit by any thing or you loose a life.

Jet Pack Adventures-Lighthouse Beacoen 1 Player-Try your best to get through the levels of jet packing, use the arrow keys to move yourself, and make sure your fuel doesn't run out, you can get more fuel by grabbing fuel containers.

Ice Fishing-Ski Lodge. Controls: Use your mouse cursor to go down into the pond to get fish, only grab yellow fish, and make sure not to get zapped by a jellyfish, or anything else.

Aqua Grabber-Ice Berg. Controls: Move around the ocean using the aqua grabber, grab treasure chests, or pearls inside clams, use Spacebar to grab it, if it's a treasure chest, bring it back to the top, get more air by getting hit by bubbles, or go to the very to to get more air.

Catchin Waves-Cove. Controls: Use your cursor to make the surfer go up and down, do trick with the arrow keys, and make sure not to get hit by the wave, go up and down to do that.

Pizzatron3000-Pizza Parlor: Controls: Grab things that people want on there pizza and put it on there, click it with left click and let go on the pizza (with sauce hold it down, candy mode switch the red lever at the very beginning)

Cart Surfer-Cave: Controls: Turn using arrow keys, do a backflip by hitting the back arrow button and the space bar, do a 360 by clicking the space bar and left or right arrow key.

Puffle Roundup-Pet Shop. Controls: Use your mouse cursor to round up puffles into the box shaped thing, don't let them off the screen.

Bean Counters-Coffee Shop. Controls: Use your cursor to move the penguin, catch the bean counters go to the left, and click the let them go, dodge items that arn't Bean bags.

Mancala 2 Players-Book Room (top of coffee shop)Controls: Click the spot with an amount of marbles, to get it to the big area at the end, whoever has the most at the end in the big round thing at the end, WINS!

DJ3K-Nightclub. Controls: mix your m usic by clicking different things musical buttons to gain money!

Dance Contest-Night Club. Controls: Use the arrow keys that are going up to dance your moves, wait for it to get to the transparent arrow keys at the top to click it.

Thin Ice-Dance Lounge. Controls: Melt as much ice as possible before you get to the end of the level, use the arrow keys to move, and make sure not to trap yourself and drown.

Astro Barrier-Dance Lounge. Controls: Shoot the circular things by hitting the space button, move with the arrow keys.

Membership:

Membership allows you to buy any items in the clothing catalog, the sports catalog, or the igloo catalogs. You also have special access to parties that lets you meet special users.

Buying Stuff:
Buy igloo items by clicking the tape measure inside your igloo, then click the book, it leads to the igloo items, there are 2 one is for upgrading you igloo, and the other is for furniture. You can only get it if you're a member.

Buy clothing items inside the gift shop and the sports shop, you can only buy them if you're a member.

Parties:
Parties will give you enjoyment through club penguin, almost every room is decorated with with something, adn there's a free item for everyone. There will be special rooms that members can only enter though.

Being buddies with someone:
People will ask you sometimes to be there buddy, you know when on the top left part of the screen card appears with a happy face on it, someone has requested you, you can say "yes" or "no". You can also ask users by clicking on their penguin and clicking the smiley face at the bottom. If they say yes then they're on your buddy list.

Viewing a buddies igloo:
You can view a buddies igloo by click their player card and click the thing that look like a house.

One thing that guide needs:
I want that beta hat
well you can't get them if you wait long enough you might get one that looks a bit like it

Then the guide will be complete for new people to club penguin

Actually, newbie means that the player is new to the game, so dont know the rules, but a noob is often someone who has had the game for ages and still hasnt improved.
